A physiotherapist gets work from a doctor's referral and from the room next door. The website never mattered. What that leaves you is a wide open list with no agency in the way.

Finland says yes to business e-mail, in the statute itself
The four Nordic countries do not share one rule on business e-mail. They disagree with each other, and Finland is a case in point.
Finnish law splits the question in two and answers both halves. Marketing e-mail to a natural person needs consent first. Marketing to an organisation is allowed unless that organisation has said no.
The opt-out is not a footer link. The statute asks you to give the organisation a way to refuse easily and free, in every single message. It also asks you to say clearly that the way out is there.
So Finland is the most workable Nordic market for a cold e-mail campaign. Two conditions. The opt-out line goes in every send, and the address belongs to the organisation rather than to a named person.
