Read the email column before you plan anything. 11% is what a salon file looks like, here and everywhere. A salon runs on a phone at the desk and an Instagram account in the owner's pocket. The shop email exists on paper and nobody opens it.

That is not a reason to skip the trade. It is a reason to work it in the right order. 93% have a phone number and 69% have claimed the listing. A claimed listing means an owner who logs in.

Three kinds of seller do well here.

• Booking apps. A salon with no booking link loses the client who decides at 11pm
• Colour and care wholesale. A salon reorders every month, so one account pays for years
• Chair and room rental. Sort by review count to find the shops with a chair going spare

One thing to know before you buy. Only 11% of these rows carry an e-mail, and we would rather print that than sell you a fantasy. This is a call list. The 392 phone numbers are the product.

A business with no website has told you three things at once. It has no agency. It has no marketing budget line to defend. And whoever you reach owns the decision, because there is nobody else to ask.

Filter the file to that group and you cut 422 rows to 108. That leaves 314 who already bought a site from somebody. Every rival list sells you both groups mixed together.

A salon with no website is not the same animal as a plumber with no website. The salon has a grid of photos, a map pin, and a Saturday that fills itself.

What it loses is the booking. 108 shops here have nowhere for a client to book at 11pm on a Sunday. The phone rings at 10am on Monday instead, or it never rings at all.

One more number worth holding. Only 69% of these hair salons have claimed their listing. 132 of them have never logged in at all, which means anyone can suggest an edit to their hours and they will not see it. Pair that with the 108 with no site and you have the sharpest list in the file.

Finnish law splits the question in two and answers both halves. Marketing e-mail to a natural person needs consent first. Marketing to an organisation is allowed unless that organisation has said no.

The opt-out is not a footer link. The statute asks you to give the organisation a way to refuse easily and free, in every single message. It also asks you to say clearly that the way out is there.

So Finland is the most workable Nordic market for a cold e-mail campaign. Two conditions. The opt-out line goes in every send, and the address belongs to the organisation rather than to a named person.

Finland reads English comfortably. Finnish opens more, and Swedish works along the coast and in Ostrobothnia.

Finnish business days start at eight and wind down by four. Nobody thanks you for calling in July.
