Who buys a list of gyms
A gym list is an email list, because a lot of gyms will not give you a phone number.

The 40 with no website, and why there are so few
10% of gyms in Sweden run on a Maps listing and nothing else. None of that is a gap in our data. It is the pitch.
A business with no website has told you three things at once. It has no agency. It has no marketing budget line to defend. And whoever you reach owns the decision, because there is nobody else to ask.
Filter the file to that group and you cut 417 rows to 40. That leaves 377 who already bought a site from somebody. Every rival list sells you both groups mixed together.

10% with no website is low, and it should be. A gym without a booking page cannot sell a membership at midnight.
So the 40 without one are a short, sharp list. Most are a boxing club, a small studio or a gym inside a hotel. Nobody else is bidding for them.
One more number worth holding. 82% of these gyms have claimed their listing, so most of the 40 you are about to call do log in somewhere. They chose not to build a site. That is a different conversation from one with an owner who has never been online.
Sweden protects people, and requires a way out for everyone
The four Nordic countries do not share one rule on business e-mail. They disagree with each other, and Sweden is a case in point.
Swedish marketing law asks for consent before you e-mail a natural person. Writing to a company falls outside that rule.
One duty applies whoever you write to. Every marketing e-mail must carry a working reply address for stopping. The statute says plainly that this holds for a company too.
Sweden never extended the consent rule to companies, and said so when it wrote the law. The reply address is the protection it chose instead. Treat it as the one line you cannot drop.
